In a saucepan, heat the sugar and water over medium to low heat. Stir until the sugar has dissolved and then increase the heat to high. Use the handle to swirl the liquid mixture to keep it moving.
When the mixture darkens to an amber colour, around 5-7 minutes, whisk in the butter and cream to the saucepan.
In a bowl, mix the peanuts with caramel sauce and then scoop out one cluster (using a tablespoon) and place onto the baking paper on an oven dish. Freeze the salted peanut caramel clusters for 30 minutes (longer if you can).
Then remove from the freezer and dip in the melted chocolate and place back on baking paper until chocolate is cooled.
